SAO PAULO, Brazil (AP) -- The pilot of an American Airlines jet was detained by federal police Wednesday after making an obscene gesture when being photographed at the airport as part of a newly imposed entry requirement for U.S. citizens, federal police said.

The crew of the airplane arriving from Miami, Florida was also detained, police said. Police would not immediately confirm Brazilian news reports that the crew was detained for laughing at the gesture or refusing to submit to the fingerprinting and photographing required by Brazil for U.S. citizens since January 1.

American Airlines spokeswoman Martha Pantin denied that the pilot had been detained, but said he and the plane's crew were still at the airport Wednesday afternoon. She did not disclose the pilot's name or details about what happened when the pilot was about to enter Brazil.

"There was a misunderstanding upon entry into Brazil," Pantin said. "Questions have been raised and we are investigating the matter, and we can't really comment further because of that."

Police said the pilot and crew were expected to leave the country later Wednesday. In all, 12 people were being detained.

The incident is the latest flap in growing diplomatic spat between Brazil and the United States.

Brazil began requiring Americans to be photographed and fingerprinted upon entering Brazil in response to a U.S. anti-terrorism measure that requires the same from citizens of all countries who need visas to enter the United States.

The Brazilian requirement was first imposed at the order of the federal judge but on Monday it became the government's official policy, citing the diplomatic concept of "reciprocity."

On Monday, Brazilian President Luiz Inacio Lula da Silva asked U.S. President George W. Bush to drop the visa requirement for Brazilians entering the United States.

In a statement, issued by the foreign ministry Tuesday, Brazil said the requirement could lead to a souring between the two nations.

"Recent episodes, such as the new system of identification of travelers, create a negative climate in public opinion with inevitable political implications, which is not in the interest of the two countries," the statement said.

Brazil currently requires Americans to have visas to enter Brazil because of reciprocity.

Americans need a visa to go to Brazil? P-L-E-A-S-E. All that means is that many American travelers that would have gone to Brazil will take their dollars and go to some OTHER shithole country, instead of dealing with redtape. Brazil looks like the loser in this one.

The American government's assertion that it is somehow perfectly acceptable to require visitors to the US to submit to background checks and fingerprinting is complete crap. I travel to the US about ten times per year, usually to attend football games or to vacation. I will be respectfully declining to do so in the future. My own government doesn't have my fingerprints on file, and I'll be damned if some paranoid, out-of-control administration in a country that traditionally shares an open border with my own is going to have my fingerprints.

Brazil's retaliatory response is positively brilliant. Let's hope a few others follow suit.

You forget one important fact: nobody hates Canada enough to bother. US foreign policy is getting worse, not better, and you're alienating your allies in the process. Maybe there is truth in the belief that the US doesn't need other countries' support, and certainly one could argue that through threat of force or sanctions or trade blocking that countries could be made compliant, but something should be said for biting the hand that feeds you -- and tourism is big business.

If people hate us so much, how come so many are trying to get here? Does Canada have a problem with immigration? The new policy will have zero impact on tourism...the only people who have to worry are the ones we want to worry.

Not sure where you are headed when you ask if Canada has a problem with immigration? And, yes, I believe that this will in fact impact tourism. Would you be inclined to vacation somewhere that requested your fingerprints?

If I wanted to go there bad enough, I don't care about pictures, prints etc. I've got nothing to hide. Heck it can be a couple of week process to get a passport here and we put up with that now. We also stand in long lines to get checked out before we get on a plane. Most Americans understand that the added aggravation is necessary to help security and we readily accept it.

Don't think Canadian citizens get the fingerprint treatment, only permanent residents with some other citizenship. Came back down here to Boston from Canada after the new rules were put into place and was not fingerprinted or anything.

After Homeland Security reads all of Xpanda's posts, she most certainly would get fingerprinted if she tried to enter the country. I've already entered her in the national terrorist database and have her scheduled for a full cavity search on her next trip!

Angus -- actually, just did a search of this issue and it seems that Canadians will only have to provide proof of citizenship, so nothing changes for us. Mexicans, however, can provide a passport and can stay for only three days, after which time they need a travel visa. Many European visitors will need a travel visa, and peoples from other countries will be fingerprinted. Brazilians have the right to be pissed.

I would be worried if I was Canadian.

On the evidence so far, it looks increasingly likely that "South Park-The movie" is being used as the basis for US foreign policy strategy.

I would get the FBI to check in GWB's desk, and under his bed ASAP.

between Nazi Germany and a previous regime that followed the same path and committed similar atrocities, what would you do?
